Accepting that the figures may not be entirely accurate they' do nonetheless provide a further basis for a rough comparison between numbers caught in CHINA and numbers repatriated. The ratio indicated by this report is twelve arrests in CHINA to every one repatriated. Taking the 1977 repatriation figure at 1700 a 1:12 ratio would put the Chinese arrest figure at 20,400.

In INTSUM 13/77 we found difficulty in trying to reconcile the numbers then believed involved annually in illegal emigration, with the widespread official concern and increased deterrent measures being employed, in KWANGTUNG Province.
