Accepting that the figures may not be entirely accurate they' do nonetheless provide a further basis for a rough comparison between numbers caught in CHINA and numbers repatriated. The ratio indicated by this report is twelve arrests in CHINA to every one repatriated. Taking the 1977 repatriation figure at 1700 a 1:12 ratio would put the Chinese arrest figure at 20,400.
