(a) To behave well on arrival at their respective destination
and particularly to obey the local laws;

There have been cases in which the applicants appeared to have only rather weak evidence to support their claim as one of the six categories, managed to obtain permits to come to Hong Kong. Applicants, when being interrogated by immigration officers gave evasive answers as to how they were successful in their applications on account of their weak connections abroad. This led to the suspicion that either these cases were considered under exceptional circumstances, or the applicants, through other means, managed to have their application approved favourably?

To obtain a passport, applicants will have to go through almost the same procedures, except that they will be issued with passports, not permits, to proceed transitting through Hong Kong to countries abroad for which Diplomatic Relationship has already been established with China. Among these countries, Canada and United States of America accepted the majority of the passport holders.

Conclusion
(a) This policy, since its operation in 1972, has been enforced
and its principles carried out by the Security Bureaus at various districts, counties, municipals and provinces in China. Though it was once said that this policy had been severely criticised by the gang of four and their supportors occupying leading positions in government, yet it has been survived until now. It is believed nowadays that this policy has won the unaminous full support of the present leaders in China and will continuously be enforced.
(b) This policy appears to be beneficial to Hong Kong as it
absolutely gives no opportunity to Chinese people who have the slightest connections with places abroad at all. This at least will prevent more people other than those qualified ones within the six categories to pour into Hong Kong, though the continuous arrivals of the "Six" has already created complicated problems to the people of Hong Kong as well as the Hong Kong Government in various respects.
(c) It is however, also believed that in many occasions fair
consideration may not be accorded to some really deserving cases. Instead mal-practice or corruptive measure is sometimes exercised similar to many countries in the world in giving the un-deserving ones favourable consideration by corruptive CPG Officials when they are rewarded with money or other conveniences.
(a) It is firmly believed that, generally speaking, the CFG Authorities
will continue to enforce their present policy in the control of Chinese Immigrants by letting people out of China into Hong Kong at a steady and appropriate rate, though the daily arrivals sometimes differentiate with one another in rather big number. There is little reason to believe that they
