Permits i quing Authorities and Apportion of uota within the whole Country
The responsibility for the issue of either CPG Permits or Passports to people mentioned in the above six categories rests with the local Security Bureaus in each province, municipal or authorities are even extended to small counties where the applicants are residing. These Bureaus take up the duty in the screening and assessing of applications submitted by the Chinese people by following the guide-rules laid down by the Policy-Making Bodies. It is quite difficult and still no way to find cut how is the percentage of the annual quota to be actually apportioned within the whole country. Duration in the Processing of Applications by CFG Authorities (single Journey and Double Journey Exit Fermits)
Exit Permits are of two kinds the Single Journey one and the Double Journey one. Much more time is usually needed for applications for Single Journey Permits (no returnability to China). Chances for Approval of Applications
Very seldom an applicant is granted an Exit Permit at the first application with the exception of those falling on category (v). Consideration is normally given to applicants who have the patience to submit further applications repeatedly notwithstanding they had suffered one refusal after the other. The lucky ones would be considered very fortunate should their applications meet with the approval of the Authorities. at their second submission. Of course there is a very low percentage of applicants managed to obtain Exit Fermits by only submitting their applications at the first time. It appears that there presents an enormous number of people longing for approval of an Exit Permit to leave China. Therefore the chances to get their applications being approved is rare unless the applications submitted are considered very deserving ones falling within one of the six categories listed in para. (2) above. Furthermore CPG Officials at each Security Bureau will have to be aware of and bear in mind a very important rule to ensure that their yearly approvals will not exceed their annual quota allowance.
