HONG KONG: SIR JOHN RODGERS' PQ ON ILLEGAL IMMIGRATION
1. In my submission of 23 February I recommended that a short answer only should be given to Sir John Rodgers' PQ about illegal immigration from China to Hong Kong and that a full reply should be sent in writing. My recommendation was accepted and Mr Luard replied accordingly to the Question on 2 March.
2. I now submit a draft reply based on current information supplied by the Hong Kong Government (Hong Kong telegram no. 184) and what has been said in previous letters to Sir John Rodgers.
