That when your Petitioner called upon the said Director
he has produced a bank letter given to him by the Manager of the Hong
Kong and Shanghai Banking Corporation (Western Office) dated 14th March
1977 to support his said application. Annexed hereto and marked
"CHT-2" is the photostatic copied letter given and signed by the manager
therein Mr. J.R. Hancock which is self explanatory.

That your Petitioner finds that the decision made by the said
Director is rather harsh and in the circumstances, your Petitioner
instructed his solicitors, Messrs. M. K. Lam and Company of Yip Fung
Building (7th floor) D'Aguilar Street, Victoria afroesaid to write to
the said Director for his reconsideration and the said legal firm did
so and wrote to the said Director of Immigration on 16th April 1977.

That your Petitioner has on or about the 12th May 1977
informed from his said solicitors that the said application was refused
again per letter dated 9th May 1977 (received on 12th May 1977) as the
application do not full within approved policies for entry into Hong Kong.
That as provided in Section 53(1)(2)(b) of the Immigration
Ordinance, 1971 Cap.115 your Petitioner lodges his humble petition to
His Excellency the Governor-in-Council that in the light of the matters
hereinbefore presented, kindly exercise His Excellency the Governor-in-
Council's sole discretion and mercifully granting entry permits to your
Petitioner's brother and family aforesaid on humanitarianism and com-
passionate grounds. Furthermore, your Petitioner may endeavour the best

of his ability to make arrangements to send the parties concerned to enter
the Dominion of Canada and or Macau (a Portguese Province at South China)
for residence should they be permitted to enter this Colony for a sojourn
stay for a period of six months or so.
