(Chapter 115)

IMMIGRATION (AMENDMENT) (NO 3) REGULATIONS 1977

Annexed for the consideration of Honourable Members are the Immigration (Amendment) (No 3) Regulations 1977 which seek to prescribe a new set of immigration examination signals to be displayed by ships arriving in Hong Kong at night.

Under section 3(1)(b) of the Immigration Ordinance (Chapter 115) all ships arriving in Hong Kong are required to hoist an immigration examination signal until permitted to lower it. The present immigration examination signal by night, as prescribed in section 4(b) of the Immigration Regulations, is a set of four lights coloured white-red-white-red, displayed vertically. A recent study by the Pilotage Advisory Committee has recommended that this be changed to a vertical display of three white lights. This reduces the number and the different colours of lights to be hoisted, and will benefit those arriving ships, particularly small craft, which are not fitted with a sufficient number of lights for the white-red-white-red combination, This recommendation is endorsed by the Director of Marine.

This is a routine amendment and no public relations aspects are involved. In order to allow time for the promulgation of Admiralty Notices to Mariners and the amendment of Pilot Books, it is recommended that the amending legislation should come into effect on 1st April 1978. The Director of Immigration and the Director of Marine will arrange for the necessary publicity.

Honourable Members will be asked to advise whether, under section 59 of the Immigration Ordinance (Chapter 115), the Immigration (Amendment) (No 3) Regulations 1977 should be made.
