Denis Bray left me, on his departure, to deal with your letter of 17th May so, from both of us, apologies for our belated response.

As far as the first part of your letter is concerned, I personally feel that it is so much water under the bridge. It was a bad experience at the time, because we were being so strict with ourselves, but I think we have all got over it: it is simply another angle that we must take care to cover next time.

3.

On your paragraph 3: I certainly appreciate your difficulties and agree that the best we can hope for is for is for all concerned to keep an extra eye open for Hong Kong-sensitive issues and to jump hard on any specific breaking of an embargo.
