2. I attach a draft reply (a shortened version of the text counter proposed by Hong Kong in their telegram No 657 of 4 July) and notes on a number of points that might come up in supplementaries. As you will see, nearly all these notes are based on material that we have previously used or authorised for use. My botest are, however, short on points arising from the Green Paper itself. I have in mind, for example, the points that Hong Kong have raised in their tels No 555 of 1 June and No 644 of 29 June and which Mr Amy has referred to the Home Office for advice. I think we need to cover the more important of these points in the Notes for Supplementaries.

3. I shall be grateful for your comments on and additions to the Notes for Supplementaries by, say, 4 pm tomorrow, Tuesday, 5 July. We shall probably need to telegraph some, at least, of the proposed supplementaries to Hong Kong, partly in order to elicit more up-to-date information in some cases and partly because they are naturally interested in what we are proposing to advise Ministers to say. (Paragraph 3 of Hong Kong's telegram 657 is relevant.
