HONG KONG: PARLIAMENTARY QUESTION: MR HAL MILLER MP

1. Mr Hal Miller MP (Conservative Bromsgrove and Redditch) has put down a Question for Oral Answer on 13 July to ask the Secretary of State what representations he has received from the

Government of Hong Kong or other official or unofficial bodies on the subject of the "Government's Consultation Paper on British Citizenship".

2. Mr Miller is a former member of the Hong Kong Civil Service and a member of the Anglo/Chinese Parliamentary Group. He has asked a number of Questions about Hong Kong over the last two years. His most recent Questions have covered such matters as the petition presented to Lord Goronwy-Roberts by the Heung Yee Kuk (the rural consultative council in the New Territories in Hong Kong), education and the Government's policy generally towards Hong Kong. While sympathetic towards Hong Kong's problems he is not always in

agreement with the Hong Kong Government's policies for dealing

with them.

3. The Hong Kong Government have submitted a number of queries concerning points of detail arising from the Green Paper "British Nationality Law: Discussion of Possible Changes", the document to which Mr Miller is referring in his Question. These are being considered by NTD in conjunction with the Home Office. In addition,

Sir Y K Kan and Dr S Y Chung, the senior Unofficial Members of the Hong Kong Executive and Legislative Councils respectively, presented Lord Goronwy-Roberts with a written statement of the views

the Unofficial Members of these two Councils when they called on

him last month. This statement is likewise being considered in

consultation with NTD.
