1. Please see the attached minute by Mr Hawley about your proposed letter to the 2 unofficial members of the Executive and Legislative Councils of Hong Kong.
2. I spoke to Mr Hawley and pointed out that he had not only re- drafted your paragraphs 2 and 3 but had also omitted your paragraph about Gibraltar and the Falkland Islands which I thought should go in. It then appeared that there had been a misunderstanding between Mr Hawley and his secretary and he had not intended to omit this paragraph.
3. If the last paragraph is restored to the draft, I have no further comments.
