MP'S LETTER: MR PETER TAPSELL MP
1. The Private Secretary to Mr Peter Tapsell MP (Conservative Horncastle) wrote to Lord Goronwy-Roberts' Private Secretary on 8 September enclosing a letter from one of Mr Tapsell's constituents, Mr Wheat of Woodhall Spa. Mr Wheat asked for clarification of the status of Hong Kong residents with regard to their right of entry into the UK and whether Parliament has taken measures to deal with the potential influx of Hong Kong residents when the lease on the New Territories expires.
2. The points that Mr Wheat has raised are not new. There were PQs last year by Mr T H H Skeet MP and Mr Tom Arnold MP which covered much the same ground. (I attach relevant extracts from Hansard for 11 June and 30 July 1976). A supplementary note prepared for Mr Hal Miller MP's oral Question (not, in fact, reached) on the Green Paper on Nationality Proposals on 13 July is also relevant.
3. I submit a draft reply to Mr Tapsell MP for Lord Goronwy- Roberts' signature based on what has previously been said (or approved for use) on the points raised by his constituent. NTD and MVD concur.
