1. The answer to the question posed in paragraph 2 of Mr Sawyer'a Nabanli minute of 18 July is that the old special arrangements for the Kie
people of Gibraltar related to the ability to obtain employment vouchers virtually on demand. The new arrangements are that employ- ment vouchers are not required and that Gibraltarians although subject to immigration control are in practice free to enter and to take up employment and that only a date stamp is entered in their passports on entry. The important words here are "free to enter" and this freedom is not tied to entry to seek work nor is it limited as to time. It is therefore true to say that the present special course, arrangements are more beneficial than the general EEC right of free
movement of labour which limits entry to a duration of 6 months beneficial unless employment is taken up within that time.

2. You may like to know that the Falkland Islanders are aware of oncher system. the special arrangements and have made noises that they are even
nore British (and Kuropaan, ie white faced) than Gibraltarions and indeed are the only dependent territory in that category In answer we have not referred to the special problems of Gibraltar.or the special arrangements but relied on the EEC aspect and referred to Article 227(4) of the Treaty of Rome, ie Gibraltar is a Lurorgan territoby for whore external relations the UK is responsible.
