The substance of Mr Smedley's minute of 27 July to Mr Stewart has not yet been passed to Hong Kong. However, the first two paragraphs of the second page of the text enclosed with Mr Amy's letter of 3 August to Mr Davies broadly explains the arrangements envisaged for Gibraltarians under the proposals in the Green Paper on Nationality. Mr Blain can then be referred to Mr Davies: (they are in the same Department)

3. In his manuscript minute of 5 October, Mr Quantrill casts doubt on the legitimacy of Mr Blain's interest in this question. Security Branch of the Government Secretariat in Hong Kong do have a legitimate interest in this matter (as well as the Hong Kong Government Immigration Department) and Mr Davies, Hong Kong Secretary for Security, has been a regular correspondent with the Department on nationality matters since the publication of the Green Paper.
