1. At the meeting on 17 January of GEN 56 the Secretary of

State was invited to circulate to the members of the Committee

a memorandum recommending how the consultations with Commonwealth and Colonial Governments should be handled and how the publication

of a discussion document should be related to the Commonwealth

Heads of Government Meeting.

2. I submit a draft memorandum for the Secretary of State to circulate, if he agrees. It states the crucial importance to the FCO of adequate consultation and explains some of the practical considerations which should be taken into account when possible dates for the publication of a discussion document are

discussed. Annex I draws attention to those areas of the world where we are likely to encounter the gravest difficulties and where prior consultation with governments and subsequent ex- planation to United Kingdom communities will be most important.
