Problem
1. On March/April the Home Secretary will make a statement -te Parliament on the publication day [on April] of a Green Paper on a new British Nationality Law which would replace the British Nationality Acts 1948 to 1965 as amended. His
statement with supplementaries will be carried in the verbatim series. We are sending separately to all posts, including outposts, of Embassies and High Commissions, advance copies of the text of the Green Paper. As soon as possible. after publication the COI will send to all posts supplies of the Green Paper as presented to Parliament, but these may not reach you for a week or two after publication. In the meantime, you should use the advance copies for consultation and explanation purposes.
Instructions for use
2. High Commissioners/Governors/Commissioners should pass a copy of the Green Paper to Ministers/Members of Executive
and explain the proposals. Councils before the date of publication. The document is of course confidential until its publication, Those who have access to should be asked to take particular care in its handling. Ambassadors may at their discretion explain HMG's proposals to ministers or senior officials before publication

3. The Green Paper will be seen by Members of Commonwealth Governments only a matter of weeks before the opening of the Commonwealth Heads of Government Meeting. It is not however HiG's intention that nationality-law should be placed on the agenda for the Meeting. There are already -sufficient subjeets of moment on the agenda to occupy-Heads
