1. I have just seen Circular '0' 51/77 and I have been asked to draw your attention to an area which may not be covered by the Green Paper regarding citizens of the United Kingdom and Colonies serving in the Dependent Territories, namely:

8. children of Diplomatic Service and Home Civil Service officers
seconded to the Dependent Territories;
b.
C.
HMOCS officers in Dependent Territories;
UK Contract Officers recruited as Administrative Officers in the Dependent Territories.
We expect representations to be made on behalf of these categories when the Green Paper becomes available for comment.
