Annex B
At Annex A, for the information of Members, is a copy of the British Government's Green Paper "British Nationality Law - Discussion of Possible Changes". This Paper is embargoed until 9.30 pm Hong Kong time on the 27th April, but the Foreign and Commonwealth Office has authorised its disclosure to Members before it is tabled in Parliament by the Home Secretary on that day.

At Annex B is a copy of the statement which will be issued with the Paper.

The Paper is a consultative document. If approved, it is unlikely to lead to legislation in the United Kingdom for two or three years. The proposed creation of a British Overseas Citizenship, as distinct from a British Citizenship, which is the principal proposal in the Paper, is little more than a recognition of the present practical position.
4.
The Annexes attached to this memorandum will be passed to Unofficial Members of the Legislative Council for information on 27th April.
