LORD GORONWY--ROBERTS' MEETING WITH SIR YK KAN

The Minister will wish to welcome the visitors to the UK and

to the Silver Jubilee celebrations.

I.

Legislative Council

Last autumn a number of new Unofficial Kembers were appointed to LegCo as part of the Hong Kong Government's policy of broadening the Council's social composition. The new members included a trade unionist and three others closely associated with the working population of Hong Kong and their problems. We have heard little about the contribution these new members are making to the Council's work and, in particular, to the carrying out of the Government's social programme.

Line to Take

The Minister might like to ask Sir Y K (who had misgivings about the appointments) and Dr Chung how the new Members have been getting on.

II.

Child Labour Reforms

Dr Chung has recently shown a keen interest in child labour affairs. LegCo has just approved an increase in the maximum fine for the illegal employment of children under 14 from HK$ 5,000 to HKS 10,000 (approximately £1,250) but, as the Governor has accepted, there is a need for the Courts to impose stiffer sentences (the average fine last year was HK$543, only a little over 1/10 of the maximum permitted). And in our view there is scope for other measures to prevent the illegal employment of children.

Line to Take.

The Minister might like to ask Dr Chung whether he thinks the increase in the maximum fine will be an effective deterrent
