3. I think that these three categories of British "persons" in Hong Kong alone have a factual basis and there is, of course, a degree of imprecision, particularly with regard to (c), about them.
It is self evidently more difficult to talk, as the Planning Paper did, of the number who might have special claims on the UK through their connection with the colonial government. I think we should put this category aside for the purpose of considering Sir Y K Kan's views and the Governor's 1 letter.
