1. We discussed Mr Higginson's letter of 1 February in reply to my own of 21 December.

The information that Mr Higginson has provided in the final paragraph of his letter about the cost, to Hong Kong, of providing material for Mr Parry's 14 PQs on 8 December will come in useful in connection with a draft submission, on which I am working, about his Questions generally in recent weeks. For the rest, however, I would advise against inviting Lord Goronwy-Roberts to write to Mr Parry, as he originally had it in mind to do, with reference to the Question on education (no. 8 of those answered on 8 December). First, two months have now elapsed, and I think it would now look a little odd if Lord Goronwy-Roberts were to write. Second, Mr Parry has meanwhile switched his attention to other matters. He has not reverted to the subject of his previous Question and, as you will recall, it was Lord Goronwy-Roberts' idea that, by writing to Mr Parry, he might forestall a further question. The need to do that no longer arises. Third, I confess that I would have some difficulty in putting together a draft reply which sought to clarify the Answer to Mr Parry's Question in the way that was originally envisaged. For these reasons, I suggest that we should pigeon-hole Mr Higginson's letter, apart, as I have said, from making use of the information in paragraph 3 of it.
