The first sentence

put down an Oral Question for 30 March about progress made by the Hong Kong Government in the last ten years in the provision of state secondary, further and higher education.

2. Mr Miller is a former member of the Hong Kong Civil Service he resigned from the administrative class in September 1968 - and a member of the Anglo/Chinese Parliamentary Group. He takes a particular interest in the advancement of the Chinese population in Hong Kong. He has asked a number of Questions about Hong Kong over the last two years dealing with such matters as the composition of the administrative grades of the Hong Kong Government Service, HMG's policy towards Hong Kong and the provision of secondary education in Hong Kong, about which he last asked in July 1975. The most recent Questions on education were those by Mr Dan Jones MP (Labour Burnley) on 18 February 1976 and by Mr Robert Parry MP (Labour Liverpool, Scotland Exchange Division) on 8 December 1976 but these Questions were not as embracing as Mr Miller's present one. Mr Miller is sympathetic to Hong Kong and its problems but not necessarily, I think, to the Hong Kong Government's policies.

Question may be designed to bring out what has been achieved in the education field but also to point up what remains to be done.

3. I submit a draft reply based on information supplied by the Hong Kong Government (Hong Kong telegram no. 302, as corrected by Hong Kong telegram no 307 of 23 March). It would not be easy to deliver the full reply orally and an alternative way of dealing with

Mr Miller's Question would be to confine the redly to the first sentence that I have proposed and to circulate the detailed information in the Official Report. In fact, I understand that Mr Miller's Question is now 31st on the list for answer and it is perhaps unlikely Complacent
