Ordinance is amended by inserting after item 38 the
following new item
"39. The Hong Kong Examinations Authority."

Explanatory Memorandum

The purpose of this Bill is to establish an
Authority charged with the responsibility of planning
and conducting examinations in Hong Kong.

Clause 3 establishes The Hong Kong Examinations
Authority and provides for its constitution.
3.
The Authority is a body corporate with perpetual
succession and a common seal (clause 5). Its powers and
duties are set out in clause 7.
4.
Clause 8 enables the Governor in Council to
vary or add to the list of specified examinations in the
Schedule, whilst clause 9 sets out the resources
available to the Authority.
