to satisfy the public and overseas examining bodies that existing standards will be maintained and improved and this assurance can best be reflected in legislation setting up the IEA. In addition, in order that the PEA can be effective it requires to be vested with certain statutory powers. Finally, the Government may, in the public interest, require the Authority to act in a certain way and powers of direction are best embodied in legislation if they are to be effective.

Drafting instructions for the bill incorporating the IEA can be prepared by the PEA on the basis of the draft constitution in the Hartwell Report. The PEA itself, however, will need to be incorporated by an enabling bill providing for:

(a) its establishment and composition;

(b)

normal incorporation provisions;

(c)

its duties: to conduct certain defined examinations as specified by the Governor and to award certificates;

(d)

its powers, which should include powers to:

(i)

fix fees;

(ii)

(iii)

(iv)

(v)

appoint staff;

enter into contracts;

delegate authority;

make use of such personnel and resources of any Government Department or academic institution to any extent not incompatible, in

the opinion of the Governor, with its adminis- tration;

(e)

a description of its financial resources;

.(f)

keeping and auditing accounts; and

(g)

carrying out any direction given to it by the Governor.

Finance. Proposals for financing the IEA are perhaps more a matter for the Finance Committee of the Legislative Council but they are, nevertheless, discussed in this memorandum in general terms because they differ from the Hartwell Committee's recommendations. The present cost of the Secondary Schools Entrance Examination and the Certificate of Education is met partly by the Government (in the form of the salaries and administrative overheads of the Education Department's Examinations Division) and partly by the candidates who

meet such direct costs as:
