MEMORANDUM FOR EXECUTIVE COUNCIL
HONG KONG INDEPENDENT EXAMINATIONS AUTHORITY
A
Introduction
During the 1960's various developments in the examinations field overseas were tending towards the creation of a single, local, public examinations authority. The establishment of such a body in Hong Kong was originally proposed in the Marsh-Sampson Report and subsequently recommended in the 1965 White Paper on Education Policy. As a result certain proposals were put to Honourable Members. On 14th January 1969, after considering memorandum XCR (69)7 (a copy of which is at Annex A), the Council advised and the Governor ordered:

(a)
that a working party be appointed to consider the setting up of a Schools Examination Authority;
(b)
that its terms of reference be as given paragraph 4 of the memorandum; and
(c)
that its membership be along the lines suggested in paragraph 5 of the memorandum.

This working party (better known as the Hartwell Committee and hereinafter called by this name) was appointed in June 1969.
Its terms of reference were so worded as to require it not so much to consider the pros and cons of setting up a public examinations authority
as:

"(a) to consider and make proposals for the establishment of a central examinations authority" "(b) to make recommendations for the transfer of responsibility from existing authorities to the proposed authority.

Various difficulties prevented an early submission of the Hartwell Committee's recommendations to Honourable Members.
