examinations in previous years. As most students only sit for an examination once in a lifetime, and as examinations provide successful candidates with qualifications that generally enhance their future pros- pects, the case for subsidising examinations is not comparable to the subsidy for school education. Emphasis will be given also to the new arrangements to be introduced for remission of fees, which will be more generous than the present provision available for the two University examinations, and to Government's continued commitment to the principle that no one should be prevented by financial reasons from sitting for public examinations.

Honourable Members will be asked to advise:
whether the Hong Kong Examinations Authority should be established in the form outlined in this memorandum;
whether approval should be sought from the Finance Committee of the Legislative Council for the introduction of the financial arrangements outlined in paragraphs 4-7;
whether the Hong Kong Examinations Authority Bill 1977, at Annex B, should be introduced into the Legislative Council (paragraphs 11-21).
