that the Hartwell Report should not be published at present;
that a central examinations authority should be established;
that planning to establish a central examinations authority should proceed as proposed in paragraphs 12-13 of the memorandum; and
that legislation on the basis of paragraph 14 of the memorandum should be drafted.

Over the last 18 months, considerable thought has been given to the establishment of an Examinations Authority, both within the Government and by means of consultation with other concerned bodies. Two officers of the Education Department visited Singapore and Malaysia in September-October 1975 to examine the workings of the public examina- tion system in these two countries, and in the light of this experience, they produced in April 1976 a comprehensive departmental report outlining a proposed format for an Authority. This report has been used as the basis for discussions within Government, and subsequently the agreed Governmental proposals for the formation of the Authority have been discussed with the two Universities and the Board of Education. During the course of these deliberations, the general structure proposed for the Authority has remained similar to that outlined to Members in XCC(75)42, but it has seemed appropriate to make some significant changes that will be detailed in this memorandum.

One of the most important changes now proposed is that it is no longer intended to establish a Provisional Authority as a transitional body leading to the establishment of a permanent Authority. It had been envisaged in paragraphs 12-13 of XCC(75)42 that a transitional stage would be needed, during which the responsibility for conducting examina - tions would be transferred from the Education Department and the universities, and legislation for the permanent Authority would be drawn up. During this period, the Authority would build up an adequate capa- bility for administering major school examinations without any break in
