when the change should be made, and
(iii) the method by which it should be implemented
should be postponed for at least one year;
that the UPGC be informed that the minimum provisional targets of student numbers for planning purposes for the academic year 1980-81 should be 7% per annum above the 1977-78 target in the case of HKU, 3% per annum for CUHK and 5% per annum for full time and equivalent part-time students (including evening students) at the Polytechnic;
that the UPGC should be asked to plan the capital and other requirements at the three institutions on the basis of the targets at (b) above, being the minimum for planning purposes.
The following observation was also recorded:

"The Council was not convinced of the balance of argu- mentation on which the recommendations in the interim report were based, and inclined to the view that require- ments for highly-educated young people were probably understated. The whole question should, therefore, be reconsidered in one year's time in the light of relevant material in the bi-census and a re-examination of the requirements of industry, service trades and professions.
These decisions were conveyed to the University and Poly- technic Grants Committee, which has informed the universities and the Polytechnic that it will base its recommendations to Government for capital and recurrent grants for the triennium 1978-81 on these student number targets.

The original plan of work for the Working Party envisaged that, after completing its Interim Report, it should proceed to consider other areas of post-secondary and tertiary education, with the exception of technical education, for which a separate Programme Plan was in preparation. It was agreed subsequently between Secretary for Social Services and Director of Education that the membership of the Working Party might be broadened with a view to its undertaking a comprehensive review of the developmental needs of education at all levels beyond the basic three year junior secondary course, including senior secondary and technical education, and that it would carry out in the course of this
