the present situation
Half a million children in Hong Kong are being taught by untrained teachers. More than 13,000 of the 31,000 teachers in the primary and secondary schools have had no training and the number is steadily increasing because the teacher training programme is not keeping pace with the expansion of the school system.
Seventy thousand children are un- able to obtain a secondary education because there are not enough seats. There may not be enough subsidised seats in Forms 1 to 3 for all until 1980-85. And there are still no plans to provide enough subsidised places in Forms 4 to 6 to accommodate every boy and girl who wants a secondary education.
• The educational system in Hong Kong is not preparing our young people for the world of today, much less the world of tomorrow. Most of our schools are fact-oriented and exam- oriented, intent on cramming young people with facts they soon forget instead of teaching them how to deal with problems they will face in the real world.
what EAG is working for
By means of surveys, studies, work- shops, meetings and conferences, the Education Action Group is working for:
A more rapid expansion of teacher training to keep up with the increase in school seats, an immediate end to the further employment of untrained teachers, and an expansion of in-service training for all the untrained teachers remaining in the schools.
Three years of secondary school (grammar or vocational) for every child who wants it by 1976 and five years by 1980 at the latest.
• A solid programme of research, development and experimentation aimed at improving the quality of education in Hong Kong.
