DECLARATION FROM HONG KONG GOVERNMENT SCHOOL NON-GRADUATE TEACHERS' UNION

IN THE MATTER OF DISPERSION (10th July, 1977.)

We, the Government School Non-Graduate Teachers' Union today strongly denounce the Government's outrageous policy of dispersion of government school teachers which announced on 6th July, 1977, stressing our firm position against the Government's saded decision, based on the following grounds:-

1, The dispersion in question affecting the whole of the goverment teachers

is totally unreasonable as the staff side has received no consultation

at all in this connection.

Before any consultation or agreement reached regarding the subject mat- ter between the Government and staff side, the Government School Non- Graduate Teachers' Union hereby declare our rights in reserving our acceptance, recognition to the Government's dispersion-policy, claim- ing our rights any further amendments to be considered appropriate.

3. The government teachers who involved in the mentionel upsetting policy

are regarded as innocent, and are the sole victims of inadequate age- fitted primary pupils. The aforesaid is regarded as a social trend. The Government at present excuse themselves by setting the dispersion, forsaking its responsibility in education and in particular, totally ignoring the public interest. It is unfortunate that the profession of education is intentionally attacked and destructed without consi-

In the with the lacking of long term's planning in education. mean time, It is noticeable the growing demand for primary schools in the consistantly expanding population areas does exist. To serve the best interest for the exceeding primary schools' facilities and to maintain maximum efficiency for teaching staff, the Government should offer its primary education to those populated areas and modified those evacuated primary facilities into secondary schools, as education is part of the Government's major welfare. By carry- ing out the said amendments, the problem of surplus teaching staff will be eliminated without interfering or wasting of professional
