The "SEll-out"

In order to offer better package deal in turning-over the Government Primary Schools to Aided Sectors, many-accomodated Govern- ment Primary Schools such as Chai Wan, Fortress Hill, Fuk Wah Street, So Uk North and Sycamore etc. have been chosen for selling-out. They are forced to close down not because of lacking of students, mainly because of their popular sites. We denounce the captioned movement according to the follows:

(a) The handling-over of Government Primary Schools to Aided

Secondary Schools will not improve the cxisting grievances in all primary schools as secondary schools. Should the

Government discharge its leadership in running Education, we could hardly see any constructive development thereafter from the scll-out. (b) The sell-out will cause certain degrees of inconvenience and

confusions to the students and their parents.

(c) The Government is anxious to evade its responsibility in this connection. We recommend that instead, the Govern- ment should seek for alternative sulutions to put the matter right.

Secondary cducation from Aided Sectors or Private Sectors will demand for higher schoolfee, raise unnecessary competition plus tension during the schools' enrollment and academic years, of which contradict to the Education Policy and against the will of public towards the nowadays' concept of Education. We can see justification only with ample Government Primary Schools when younsters of all levels regardless of their family status receive proper minimum cdu- cation cqually.

In order to ensure best, standardized education, financial back-up as well as direct management from Government are essential. The concept of turning-over the Government Primary Schools to Aided Sectors, from which to be re-organised to secondary schools is improper.

With Education has a mutual relation with the Government in linking. the existing capital and source of man-power, it is the functional outlet to transform the excecding Government Primary Schools into Government Secondary Schools. Citizens of Hong Kong have numerous confidence in Government Secondary Schools as a result of its past excellent performance and comparatively low school fees; the increase in number of it will directly benefit the public. In addition, the welfare of the 2,000 Government School Non-Graduate Teachers can be solved while their professional skills can be carried out in full. Our conservative figures indicate that the turning-over of 9 Govern- ment Primary Schools into 8 Aided Secondary Schools will definitely impose heavy burden to 7,000 students and their parents.

SUMMARY

The Government claim themselves the good employer, defining that the good employer secks rather to provide stability and continuity of employment and consults with representatives of his employees upon changes that affect both their remuneration and their conditions of work. The 2,000 Government School Non-Graduate Teachers regret to say that they have received no notification and consultation in advance regarding the termination of Government Primary Schools by turning them into Aided Sectors. Our further enquirics and appeals have met with intentional delay and flat refusals from the Government. In dealing with the subject matter, the Government has not applied what it has bcen preached. It is unfortunate that the status of this Union toge- ther with the welfare of our members have been disregarded repeatedly.
