opportunity through its membership of the Consultative Council,
as the Director of Education, who chairs the meetings of the
Council, is the responsible authority and speaks for the
Government. However, in his letter to your President of 17
September, the Secretary for Social Services dicated that the
Director of Education, together with a representative of the
Secretary for the Civil Service, were prepared to engage in
separate discussions with representatives of your Union, in the
presence of the leader of the Staff Side of the Consultative
Council.
The Secretary of State's advice is that your Union
should accept this offer of separate discussions and should also
participate in future meetings of the Consultative Council.
He is sure that this the best way of resolving the difficulties
that your members face.
