1. I attach the comments of the Hong Kong Governor on the letter of complaint received from the General Secretary of the Government School Non-Graduate Teachers Union, together with a suggested reply.
2. While it would seem that there is some justification for Hong Kong's attitude, I really do not feel that the draft is one which we could accept, particularly in view of the Minister's known interest in the growth of trade unions in Hong Kong.
