COMPLAINT FROM THE HONG KONG GOVERNMENT SCHOOL NON-GRADU..TL TLACHER' UICN (GONGTU)

1. On 2 September the Honorary General Lecretary of the GONGTU 'lag a ∞ B wrote to the ecretary of state and yourself complaining that

Lag C

his union had not been reco nised as a consultative body by the Hong Kong Government. The complaint was precipitated by the Hong Kong Government's decision to convert primary schools to secondary ones, with consequent redundancies of primary school teachers.

2.

The Hong Kong Government, whom we consulted, suggested a reply which was a little harsh. I now attach a draft reply, based on Hong Kong's, which I have agreed with the Overseas Labour adviser.

3.

Since the letter to the Secretary of tate was apparently sent direct to this department, I would suggest that there is no need to submit the proposed reply.
