$7.5 million will be available during the 1975/76 financial year, to enable the pilot tunnel to be completed. Pending an assessment of economic viability, and subject to the priority of the project and to special financial arrangements being established, construction of the main tunnel could start in 1976/77 and be completed in 1979/80. Access to the tunnel from the north would be provided by the Canal Road Flyover Extension project, Provision of $3.5 million in the 1975/76 Estimates will enable graves in the Colonial Cemetery to be cleared and some land to be acquired. As with the tunnel project, if funds can be provided, the flyover extension could be started in 1976/77 and completed in 1979/80.

Consideration has been given to implementing item (d) on a reduced scale to avoid delays due to resumption. This would in- volve the use of Third Street as a direct connection between Pokfulam Road and the proposed flyover along Water Street. Such a route, though feasible, is not considered suitable because its capacity would be severely limited by its narrow width, steep gradients and sharp bends. The original scheme is therefore much preferred.

With reference to paragraph 8 of memorandum XCC(74)50 (annexed), the Director of Public Works and the Commissioner for Transport report as follows:

(a) The introduction of private bus services by

residential blocks and schools

The franchise of the China Motor Bus Company does not include any exclusive right to provide services for carrying children to school r where payment is made other than for the seat occupied by the passenger. Provision of school buses therefore presents no problem; and so long as payment is not made on a "per seat" basis,private bus services can be arranged by groups of residents, Licences for such vehicles are issued, however, only where the services provided by the franchised bus company are considered inadequate and where off-street parking is available.
