MEMORANDUM FOR EXECUTIVE COUNCIL

BUILDING RESTRICTIONS IN POK FU LAM AND MID-LEVELS

On 2nd July 1974, having considered memorandum

XCC(74)50 (annexed), the Council advised and the Governor ordered:

(a) that the restrictions imposed by the Temporary

Restriction of Building Development (Pok Fu Lam and Mid-Levels) Ordinance be extended until 31st July 1975 and a draft resolution introduced into the Legislative Council accordingly;

(b) that a further report be submitted to the Council

within six months; and

(c) that the report detail progress on the measures referred to in paragraph 8 of the memorandum,

The Council also noted that the memorandum treated jointly the question of development and the resultant traffic problems of both Pok Fu Lam and Mid-Levels. The Council considered that urgent steps should be taken to release land for development in Pok Fu Lam, and that this should také priority over Mid-Levels. Accordingly, the further report referred to in (L) above should have particular regard to the Pok Fu Lam area,

Consequently, a resolution was passed by the Legislative Council on 31st July 1974 extending the expiry date of the Temporary Restriction of Building Development (Pok Fu Lam and Mid-Levels) Ordinance to 31st July 1975.

During the debate on the resolution referred to in para- graph 2 above, the Director of Public Works gave an assurance that the restrictions in the Pok Fu Lam area would be lifted by the end of 1974 to allow redevelopment to the extent permitted under existing lease conditions and within present planning controls. Subsequently, the Temporary Restriction of Building Development (Pok Fu Lam and Mid-Levels) (Amendment) (No 2) Ordinance 1974 was enacted on 28th November 1974 so as to lift the statutory restrictions on the Pok Fu Lam area with effect from 1st January 1975.
