The lifting of the statutory restrictions in the Mid-Levels is expected to be welcomed by land owners despite the continuation of administrative restrictions on lease modifications and land sales both there and in Pok Fu Lam, but may not be so popular with existing residents. Some local anxiety may be caused by the announcement of a decision to construct the Hill Road Flyover. In the long term, however, the road improvements will benefit the travelling public and the general aim of any publicity must be to emphasise the great improvements in traffic movement which will be achieved by the works. It will also be emphasised that the route has been deliberately chosen to avoid disturbing people.

Honourable Members will be asked to advise:

under section 6(1)(a) of the Streets (Alteration) Ordinance (Chapter 130), whether the undertaking shown in the plan at Annex B should be authorised to proceed without modification;

also under section 6(1)(a) of the Streets (Alteration) Ordinance, whether the undertaking shown in the plan at Annex C should be authorised without modification;

whether the Temporary Restriction of Development (Mid-Levels) Ordinance should be allowed to lapse upon expiry on 31st July 1977; and

whether administrative restrictions on lease modifications and land sales in the Mid-Levels and Pok Fu Lam should remain in effect,
