If the commencement and completion dates for the highway improvement schemes forecast in paragraph 4 can be adhered to, the benefit of them should begin to be felt in 1979 and be felt in full by the end of 1980. In these circumstances, the statutory temporary restriction on building development in the Mid-Levels could be allowed to lapse on 31st July 1977 since any redevelopment projects which then get underway are unlikely to be completed much before the highway improvement schemes. However, if any of the highway schemes is likely to be significantly delayed, further extension of the restriction on development would be advisable. If, therefore, Honourable Members were to advise that either of the undertakings referred to in sub- paragraphs 4(b) and (c) and paragraphs 5 to 12 should not be authorised, a memorandum recommending further extension of the restriction will be submitted to the Council as soon as possible.

Other measures

Notwithstanding the proposal to lift the remaining statutory restriction of development in the Mid-Levels with effect from 1st August 1977, it is proposed to maintain administrative restrictions on lease modifications and new land sales both there and in the Pok Fu Lam area. To relax these restrictions in the Mid-Levels would result in potential population increase of at least 7, 000 from 55,000 to 62, 000. To relax the restrictions in Pok Fu Lam would mean a potential population increase of 91, 800 from 110, 110 to 201, 900. It is unlikely that the administrave restrictions can be relaxed until further means of relieving the severe access and traffic problems of the areas have been found. In the Mid-Levels this is unlikely to prove practicable and in Pok Fu Lam the only prospect lies in the long-term in the construction of a very expensive coastal road from Kennedy Town to Aberdeen (Long Term Road Study Route 7).

Two additional measures which might help relieve traffic congestion in the Mid-Levels following the lifting of the statutory restrictions on development are:

restraint on the provision of car-parking within new developments by denying the exemption of car-parking floors from plot ratio calculations; this would induce developers either to build flats without car-parking spaces or fewer flats with car-parking spaces;

restrictions on the movement of goods vehicles during peak periods.
