On 17th June 1975, having considered memorandum XCC(75)30 (Annex A), Honourable Members advised and the Governor ordered;

(a) that a resolution should be introduced into the
Legislative Council to extend the Temporary Restriction of Building Development (Mid-Levels) Ordinance until 31st July 1977;
(b) that the administrative restrictions on modifica- tions and new land sales in the Pok Fu Lam area should remain in force; and
(c) that a further report should be submitted to the
Council in April 1977.
Part (c) of the decision quoted above sprang from paragraph
13 of XCC(75)30 which reads as follows:

appears unlikely that existing transport and highways systems serving Mid-Levels and Pok Fu Lam can be improved sufficiently in the near future to allow the lifting of building res- trictions still applicable in the Mid-Levels area or the modification of lease conditions and easing of planning controls in Pok Fu Lam. However, the present programming of highways projects, which will improve road links with the two areas, indi- cates that the benefit of them may begin to be felt in about 1979 or 1980. It would therefore, be ap- propriate to review the situation again in 1977
