Background
Recent traffic surveys have indicated a strong demand for a direct road link from the lower end of Tai Hang Road to Gloucester Road. Following completion of Lai Tak Tsuen housing estate and Lai Tak Tsuen Road which collects traffic from the Tin Hau Temple Road/ Braemar Reservoir area, there has been a rapid increase in traffic volume on Tai Hang Road. This has resulted in serious traffic con- gestion at the junction of Tai Hang Road and Tung Lo Wan Road where the situation is further worsened by the large number of pedestrians, mainly school children, crossing these two roads. To improve the situation, the Finance Committee has approved an item in Category A of the Public Works Programme, which will proceed as soon as possible after Streets Alteration procedure has been completed.

In accordance with section 3 of the Streets (Alteration) Ordinance (Chapter 130) notice was published in the Government Gazette on 29th October, 5th November and 12th November 1976 of proposed major road improvements comprising the construction of a flyover from Tai Hang Road to Gloucester Road west of Victoria Park, the construction of access ramps at Tung Lo Wan Road and Moreton Terrace; the widening, realignment and regrading of portions of Tai Hang Road, Moreton Terrace and Gloucester Road and the construction of a pedestrian footbridge over Causeway Road at its junction with Shelter Street. A plan (No 45/CE/006) of the proposed undertaking is at Annex A. When completed the flyover will provide a direct road link between the Tai Hang Road/Moreton Terrace area and Gloucester Road west of Victoria Park. Traffic congestion, particularly in Tai Hang Road and Tung Lo Wan Road, will thereby be considerably reduced. Construction is planned to commence in July 1977 and will take about twenty-four months to complete.

Following publication of the Gazette Notice, one valid objection and one out-of-time objection to the proposed undertaking were received by the Director of Public Works.
