EXPLANATORY STATEMENT

The Peak Area Outline Zoning Plan, No. LH 14/21

Hong Kong Planning Area No. 14

For the purpose of the Town Planning Ordinance this statement shall not be deemed to constitute a part of the draft plan.

1. Authority for the plan and procedure

On 22nd December 1972, the Town Planning Board was directed under Section 3 of the Town Planning Ordinance (Chapter 131) to prepare an Outline Zoning Plan for Hong Kong Planning Area. No.14 The Peak Area. Draft Plan No. LH 14/20 was accordingly prepared and submitted to the Town Planning Board for approval at their 173rd meeting held on 16th February 1973. Upon which the draft plan No. LH 14/20 was gazetted for exhibition for a period of 2 months under the provisions of Section 5 of the Town Planning Ordinance on 13th April 1973. Consequently, a number of objections on the 0.5 residential plot ratio were received, and were duly considered by the Town Planning Board on 20th July 1973.

After the hearing of objections, a draft Plan No. LH 14/20A which incorporates all necessary amendments as well as New notes was accordingly prepared and re-gazetted for

exhibition under Section 7 of the Town Planning Ordinance on 22nd August 1975.

Subsequently, the Peak Area Outline Zoning Plan No. LH 14/21 which incorporates all necessary amendments and the attached notes

was recommended by the Town Planning Board for submission to the Governor-in-Council for approval.

Planning Area

2.1 The boundary of the arca is shown by a heavy broken line on

the plan. The total area covered by the plan is approximately 830.52 hectares.

The area comprises part of the central massif of Hong Kong Island, from the High West extending castward to Mount Nicholson. The existing development is predominantly residential and is mainly located west of Magazine Gap. Part of the southern hill slope is within a Waterworks Catchment area.

Object of the Plan

The object of the plan is to provide a land use pattern and road framework within which the use and intensity of development of land may be legally controlled.

The plan is designed to illustrate only the broad principles of development within the planning area and to provide guidance for more detailed planning. It is a small scale plan and the road alignments and boundaries between the use zones may be subject to minor alterations when detailed planning proceeds.
