POTENTIAL DIAGRAMMATIC RELATIONSHIPS
KCR CULTURAL PRECINCT - TSIM SHA TSUI
It is stressed that this is a diagram of relationships and NOT a detailed ARCHITECTURAL proposal.
It is however our belief that such relationships as are indicated hold archi- tectural potential and that the meshing of scales involving the new and the old work in relationship to the existing buildings could be readily resolved in detailed architectural terms.
1. PROBLEMS INVOLVED.
The Cultural Centre site is one series of elements ONLY of a total town planning problem concerning the inter-relationships between Transport, Buildings and Services and People at the tip of the Kowloon Peninsula. It is maintained that the resolution of the 3-dimensional problems of URBAN DESIGN which this entails for this entire area can only be achieved by considering all the problems simultaneously.
As far as we can see the following need to be considered, though there may well be matters of which we, as a non government body, are not aware.
1.1. TRANSPORTATION LINKS
The following are the key matters:
i) The STAR FERRY. On completion of the MTR system(s) it is under- stood that the passenger movement on the Star Ferries will be much reduced so that a single pier will be adequate (the Compre- hensive Transport Study recommends retention as an alternative to other transport services). It seems possible therefore that a demolition of the one arm of the Star Ferry pier may be per- missible. Maintenance of all piers is high and the space between the existing west arm and the Ocean Terminal could with advantage be increased. An alternative to this is however suggested below (at 2(ii)).
ii) The BUS TERMINAL. The bus terminal is important in relation to
the Star Ferry, the KCR line and any major activity of the area. The present area is known to be too small for future requirements and the proposed movement to adjacent sites has been generally agreed by those involved.
Of the alternatives, the last, publically indicated as likely, is the site of the existing Marine Police Station assuming reduc- tion of the hill on which it stands, to a level similar to the surrounding streets.
iii) The Kowloon Canton Railway new station, under Salisbury Road, which
is under consideration by Transmark consultants to KCR. This we understand will renew the link via Hung Hom of the KCR to Lowu and beyond. Suitable ticketing and access points will naturally be required and links to the other transport modes nearby.
