PURPOSE

a) To define the location and

boundaries of country parks and special areas.

(b) To provide legislation and regulations to specify the conditions and use of country parks and special areas.

(c) To administer and control

country parks and special areas.

(a) To evolve an agreed policy for

the control of hawking activities.

(b) To produce an effective control

agency to regulate hawking activities.

PROGRESS MADE & PRESENT POSITION

(a) Areas have been defined with agreement

of Departments concerned and a paper on boundaries has been prepared for consideration by L.D.P.C. on 26.11.76.

(b) Draft regulations are being prepared

by A.F.D. These will be discussed between Env. Branch/A.F.D./N.T.A./A.G. prior to submission to ExCo.

(c) A.F.D. is considering some reorganisa- tion and retitling of staff in its Forest Guard Section, in order to provide better control over country parks.

(a) Discussions continued between U.C./

U.S.D./S.H.A./Police/N.T.A.

(b) Working Party has recommended streng- thening the Hawker Control Force. Urban Council proposed an experimental strengthening of a H.C.F. team by the addition of a General Duties team at one hawker location on Hong Kong Island.

NEXT QUARTER TARGETS

(a) Gazette notice of

areas and boundaries under the Country

Parks Ordinance by December 1976. (b) Submit country

parks regulations to ExCo. by February 1977.

(c) Rationalise adminis-

trative and staff- ing arrangements for control of country parks through consultation Env. Branch/A.F.D. by February 1977. (a) Obtain departmental

reactions to

I.C.A.C. report on Harker Policy by January 1977 and draw up recommenda-
