PURPOSE
To provide a phased programme for major development projects in Chai Wan area and to monitor their development. All major developments to be completed by 1983.
(a) To recommend the terms of
reference for a feasibility study of North-East Lantao to include the siting of a second airport at Chek Lap Kok, the role of Lantao in the territory's development and the role of a bridge in this development.
(b) To prepare a draft Exco Memorandum recommending that the study should be undertaken.
(c) To act as a Steering Group
for the Study Team.
PROGRESS MADE & PRESENT POSITION
(a) A phased reclamation and seawall
construction programme has been prepared.
(b) Road proposals for the area have
been agreed.
(c) No objections were received
following the publication of the revised draft Outline Zoning Plan,
A meeting was held on 30th November 1976 to consider T.P.0.'s revised layout for Lantao. It was generally agreed that, prima facie, unless a firm decision had been made to proceed with the construction of the airport, it would not be economical to seek to advance the construction of the bridge.
NEXT QUARTERSTARGETS
(a) Seek ExCo approval
to the Outline Zoning Plan
(b) Complete formulation of Development Plan.
Co-ordinate comments from departments on D.C.A.'s paper outlining the undesirability of having an airport without a road link.
The Traffic & Transport Survey Division of Highways Office is prep- aring a schedule of work for the re-run of the Comprehensive Transport Study Model to ascertain the road traffic impli- cations of a new airport. This will be put to PWD Conference in early
February and then to the Steering Group.
