PURPOSE
To establish a parking policy for lorries.
To improve the carrying capacity of the K.C.R. by providing additional facilities.

Note
This programme will be integrated with the KCR Programme Plan in item 2
as the latter is developed.
PROGRESS MADE & PRESENT POSITION
(a) A draft T.A.C. paper is being refined
to propose solutions to the problem.
(b) An ExCo Memorandum has been drafted to revise temporary lorry park charges and will be circulated when C. for T. has settled the proposed accounting arrangements.
(a) Double-tracking between Hung Hom and
Shatin (excluding Beacon Hill Tunnel) will be completed in 1978,
(b) A new double-tracked tunnel through Beacon Hill is in Category A of the Public Works Programme. A geological survey is in progress and the alignments are being finalised. Pres- ent planning is to call for tenders in April 1977 and start work in August 1977.
