K.C.R. Programme Plan

PURPOSE

To make plans for all transport facilities over the years to 1991 and to prepare a White Paper on Transport Policy

To develop a Programme Plan for the K.C.R. on the basis of a consultancy study on the modernisation of the railway system.

PROGRESS MADE & PRESENT POSITION

NEXT QUARTER TARGETS

(a) The Consultants' Comprehensive

Transport Report (C.T.S.) was submitted to Exco on 14th December 1976 which advised that the Report be published and that S. for E. should conduct a detailed review of the Report with a view to drafting a White Paper on Transport Policy.

(b) A Working Group on Transport Policy

has been formed under the Chairmanship of S. for E., to implement this advice. It first met on 31st December 1976 and will hold further meetings fortnightly.

(a) Transmark, a subsidiary of British

Rail, has been appointed to carry out the consultancy study, which wil? start on 1st February 1977 and take about eight months to complete.

(b) The Programme Plan Steering Group

will monitor progress.

(c) A supernumerarv senior engineer post

has been created for K.C.R. to

provide for a full time Liaison Office for this Study.

Initiate studies into problem area

(b) Draw up a summary

outline of the White Paper.

Monitor the progress the Study and take decisions on interim reports from the Consultants.
