1. I attach a copy of a letter dated 20 August from the Governor of Hong Kong, in which Sir M MacLehose records that the Hong Kong Director of Immigration has suggested that Maideen might qualify for Commonwealth UK citizenship under the special discretionary provisions of Section 5A(2) of the British Nationality Act. Sir M MacLehose further suggests that the 2 years for which Maideen has worked for the Government in Vietnam might properly be regarded as an adequate period of Crown service for the purpose of qualifying for UK citizenship.

Goldsmith's letter of 14 July, to which Sir M MacLehose refers (and a copy of which I enclose for ease of reference) was composed in concert with Nationality and Treaty Department. But if there is any prospect of its conclusions (doubtless reached after consultation with the Home Office) being altered as the result of the considerations he adduces, we should, of course, be glad to know. As Sir M MacLehose says, we do not want to become exposed to the allegation that we have treated Maideen shabbily.
