1. We owe Hanoi and Hong Kong a reply to Hanoi tels nos 175 and 176 and Hong Kong tel no 918 about the future of Mr Maideen and the winding up of the evacuation of Hong Kong belongers from Saigon.

2. Mr Humfrey has discussed with you the potential danger to Mr Maideen that Mr Tesh foresees if he presents his passport to the Vietnamese authorities with only a three month extension in it. (Para 3 of Hanoi tel no 173 refers.) I understand that you agreed that, in order to safeguard Mr Maideen's position, we can now authorise Mr Tesh to extend his illegal British passport for one year instead of three months.

3. I attach a draft telegraphic reply to Hanoi on which I should be grateful for your comments and those of other departments by noon, Tuesday 20 September.
