Thank you for your letter of 28 October. We have absorbed the moral and I hope we can avoid similar embarrassments in future.

2.

You may like to know, however, that this is not the first time we have had problems with the Japanese Consulate-Ceneral recently. For instance, they have been rushing around trying to find out about our "hi-jacking policy" from almost every member of the Hong Kong and British governments they meet without any attempt to coordinate their approaches. It seems the left-hand of the Consulate-General, dealing direct with immigration, Civil Aviation or Special Branch, is often not in touch with what the right hand is doing, e.g. with us. Perhaps it is because they have too many staff: they should try cutting down to one, like in this office sometimes! But to be fair, the new Consul-Jeneral (Noda) seems a less hare-brained than his predecessor, so I hope things will improve.
