(a) In the United States where voluntary agencies are directly associated with the sponsorship of cases, the refugee may enter communities in which there are large numbers of others who arrived in 1975 or 1976 without promissory notes.

It should be noted that for persons accepted under government schemes such as those for the Federal Republic of Germany and Netherlands, no promissory notes are asked for, whereas for movements to the United States in 1977 promissory notes are being signed under ILFROE.

11. In the first quarter of 1977 the pace of resettlement of Indo-China refugees slackened considerably, but this related mainly to movements to the United States. The movements that are not directly reimbursed continued at a high level, so that there was a need for withdrawals from the Loan Fund (ILFROE) at an average rate of some $250,000 per month. It is hoped therefore that Governments will respond favourably to the appeal made in 1977 by the United Nations High Commissioner; of the funds concerned are required for resettlement and hence for the continuation of the ICEM operation.

It is becoming evident that the scope of the refugee problem in Thailand is so vast that it cannot be resolved by resettlement alone and that projects for local integration of some of the refugees are required. Nevertheless, additional resettle- ment opportunities are essential and the Director urges Governments to consider making these available in 1977 not only for the refugees in Thailand but also for "boat cases". The Director furthermore hopes that additional financial resources in the form of lump sum contributions will be received, particularly because the possibilities for ICEM to assist family reunion cases from the Socialist Republic of Viet Nam has noticeably increased in the past weeks.
