I should like to refer to the appeal launched by the High Commissioner for the 1977 UNHCR Programme for Displaced Persons in the Socialist Republic of Viet Nam (SRVN) and the Lao People's Democratic Republic (LPDR). From the text of the attached letter and Note addressed to a number of governments, you will see that an amount of US $7 million is required in 1977 for the SRVN, and US $2.8 million for the LPDR. A Report on the UNHCR's operations in the two countries during 1976 is also enclosed for your information.

As these very important operations are still far from being fully financed, we are now bringing the needs to the attention of those voluntary agencies which have traditionally supported UNHCR in providing humanitarian assistance to refugees and displaced persons.

The UNHCR programmes contain a number of readily identifiable projects, so that we shall be able to report to contributing agencies on the use of their funds. Further the UNHCR Branch Offices in Hanoi and Vientiane are in a position to follow the progress of the projects, and to visit the project areas.

We should be grateful if the continuing needs in the Socialist Republic of Viet Nam and the Lao People's Democratic Republic could be brought to the attention of members of the Standing Conference.

We are of course ready to discuss any aspect of these operations on which you may wish to have further information or clarification.
